CSPD: 18-year-old arrested, minor taken into custody after detectives pulled stolen vehicle over in Colorado Springs

(COLORADO SPRINGS) — On Monday, Aug. 25, the Colorado Springs Police Department (CSPD) arrested an 18-year-old man on no fewer than five charges after he allegedly stole a car; a minor was also arrested as part of the investigation.

According to CSPD, officers were investigating a stolen green 2017 Subaru Forester, which was taken from the 1900 block of East Lake Boulevard, east of Memorial Park. Upon finding the car, the CSPD Motor Vehicle Theft Unit identified the driver as 18-year-old Carmine Frey, having investigated him previously for multiple car thefts, for which he was arrested.

When detectives tried to pull Frey over, he sped away. Detectives also saw him pull a black mask down over his face to hide his identity, according to a CSPD report. Detectives found Frey again near the intersection of North Circle Drive and Galley Road and detained him without incident.

Along with Frey, a minor was found inside the Subaru who had a nationwide, no-bond warrant for his arrest for Assault. The minor was also found in possession of a loaded 40-caliber handgun, body armor, and a felony amount of narcotics.

Frey was out on bond for 11 open El Paso County Court cases dating as far back as 2022 for eight counts of Motor Vehicle Theft (MVT), one count of Second-Degree Burglary, one count of Felony Menacing, and one count of Felony Eluding. He was taken to the El Paso County Criminal Justice Center (CJC) after this arrest for MVT, Possession of a Felony Amount of Fentanyl, Felony Eluding, Special Offender, and five counts of Violation of a Protective Order.

The minor was also taken to a detention facility for Possession of a Felony Amount of Fentanyl, Special Offender, Possession of a Handgun, Obstructing a Police Officer, and three counts of Violation of a Protective Order.

CSPD included that a search of the stolen Subaru revealed evidence for Burglary of Motor Vehicles, including military-grade body armor, and further charges will follow.
