(COLORADO SPRINGS) — The El Paso County Sheriff’s Office (EPSO) announced the launch of the Blue Envelope Program: an initiative to help communication and ensure safety during interactions between law enforcement and people with autism spectrum disorder, dementia, hearing impairments, or other conditions that may affect responses.
The program involves placing essential documents inside a clearly-marked blue envelope and presenting it to first responders when needed. According to EPSO, the envelope itself serves as a signal that additional communication, accommodation, or awareness may be required.
“This program is about building trust and ensuring all members of our community feel supported,” said El Paso County Sheriff Joseph Roybal. “I am grateful for our partners and their shared dedication to this effort.”

The blue envelope gives guidance for those on both sides of law enforcement. For the driver, it includes instructions, space for emergency contact and medical information, and reminders to make interactions smoother. For law enforcement, the packet outlines communication skills like speaking calmly, using simple language, minimizing physical contact, and reducing background noise.
“We are launching this program with the commitment of our community and law enforcement partners across the Pikes Peak region,” Sheriff Joseph Roybal continued. “The Blue Envelope Program strengthens understanding, prevents miscommunication, and helps ensure every encounter between deputies and individuals with disabilities is handled with patience, compassion, and respect.”
