(COLORADO SPRINGS) — Law enforcement has released additional information on the former elementary school teacher who was arrested after he was accused of sexually assaulting minors.
On June 12, police arrested 66-year-old Matthew Gogan, who was formerly employed as a teacher at Stratton Meadows Elementary School in Colorado Springs between 2018 and 2020. In the arrest papers, he was described as a W.I.N. (What I Need) teacher, a class which is taken to assist students in academic areas they are struggling with. Now, detectives with the Colorado Springs Police Department (CSPD) said they have reason to believe there may be additional victims.
According to an affidavit, the first incident involving Gogan was reported in April 2019. A student disclosed that they were waiting in the school office, and Gogan, who was already sitting there, allegedly placed his hand on her upper thigh and massaged her inappropriately. Gogan also commented on how the student was as pretty as another person whose name was redacted from the affidavit.
Per the arrest papers, a witness said the student had looked at her with a “‘help me’ look,” and the witness asked what happened. Documents state that the student had whispered to the witness what Gogan had said to her. The witness said she had observed Gogan’s hand on the student’s hip and that he was saying something to the student. The affidavit further says that the witness observed the student had a look of terror, which caused her to stop and ask if she was okay.
During that incident, Gogan confirmed the comment he made but denied touching her inappropriately and said “he at most may have placed his arm around the top of her shoulders, though he did not remember it well because it was a non-extrordinary event to him.”
On the arrest papers, it was also noted that Gogan would stop the student in the morning at the door, and when he saw her, he grabbed her and forced her to hug him. She said he did not do this with other children. Gogan denied hugging her and denied her ever being in one of his classes.
In April 2025, another student came forward and disclosed that when she was eight years old and in second grade, she was participating in a W.I.N. class. The student said during class, she would write a paragraph, then bring it to Gogan to evaluate. She said that each time, he would have her stand close to him, and “would place his hands on her lower back and rub her as he told her she did really good.”
“…Mr. Gogan repeated this behaviour during the following instances when she presented him with her work to evaluate. She said she did not think much of it at the time because she did not know what was happening.”
The student said the incident happened around five years ago. The student also said Gogan had massaged and touched her inappropriately.
Another person who also came forward described Gogan as a “touchy individual,” especially with female students.
Gogan faces two counts of Sexual Assault on a Child by One in a Position of Trust. Detectives are asking victims, or if anyone knows someone who may have been a victim of Gogan, to contact CSPD at (719) 444-7000 or the Pikes Peak Area Crimes Stoppers at (719) 634-STOP (7867).
