Software developer creates review-based app for military living conditions, dining options

(COLORADO SPRINGS) — A software developer who spent 12 years in the Army was shocked by a recent report detailing moldy and unsanitary barracks throughout the military. Now, he’s using his expertise to support fellow service members through a review-based app called “Hots&Cots.”

Several groups that advocate for military personnel and families are calling on the Pentagon to address what they say are unsanitary and dangerous living conditions on U.S. installations worldwide, including mold, contaminated water, roaches, and other pets. The effort, led by an organization called Hots&Cots, is meant to push the military to fix these issues now, rather than wait for any renovations planned by the Pentagon, which the advocates argue could take years.

Users have the ability to anonymously upload photos or videos showing the quality of living conditions and dining options. The founder and developer of Hots&Cots said the app has given him the ability to cut through red tape to address military housing issues at a faster pace and form relationships with organizations like the Military Housing Coalition.

“Hots&Cots is meant to highlight the good and the bad because dedicated leaders are working hard to improve the service member’s quality of life and we see that in the positive posts,” Rob Evans, Founder and Developer of Hots&Cots explained. “There are some stellar barracks and meals posted, but then there’s the opposite end of the spectrum where you see some barracks and dining facilities that are not meeting the standard, and it impacts the quality of life, it impacts the morale, it impacts the readiness of our service members, and we need to make these changes.”

The app launched last year in October. As of now, the only Colorado Springs military installation reviewed on Hots&Cots is Fort Carson. So far, 29 posts from Fort Carson show faulty A/C units and poor water quality, but some positive dining options.

The founder of the app said once a service member reviews their current living condition, the military installation will then be added to the app.
