CSPD notifies community of Sexually Violent Predator

(COLORADO SPRINGS) — The Colorado Springs Police Department (CSPD) notified the community on Thursday, Aug. 8 of a sexually violent predator who will be released on parole and has moved to an address in Colorado Springs.

Isaac Adam Phifer, 31, is a sex offender whose past behavior has led him to be labeled a ‘Sexually Violent Predator” (SVP) by the 4th Judicial District Court. CSPD is required by law to inform the community of Phifer’s status.

Phifer is registered at 2945 East Las Vegas Street in Colorado Springs, he is described as a 31-year-old black man, 5’9” tall, and weighs 215 pounds. He has black hair and brown eyes.

Phifer was convicted of robbery and Sexual Assault in El Paso County in 2022. His criminal history reveals he’s also been charged with criminal mischief, criminal impersonation, possession of an illegal weapon, making a false report, fraud-illegal use of credit cards, and theft twice. His record dates back to 2014 in Colorado.

Other convictions include theft in Illinois in 2013, possession of a controlled substance, and operating a vehicle without owner’s consent in Iowa in 2019.
