(COLORADO SPRINGS) — The Colorado Springs Police Department (CSPD) said an unregistered sex offender was arrested for several “peeping Tom” incidents in neighborhoods surrounding a local college campus, along with several other alleged crimes including; stalking, failure to register as a sex offender, burglary, and sexual assault.

In the summer of 2023, CSPD received multiple reports of Invasion of Privacy for Sexual Gratification (commonly referred to as a peeping Tom) in neighborhoods near Colorado College. CSPD identified 54-year-old Troy Deck as a possible suspect, as he was a registered sex offender and had been arrested for similar incidents in the past.

During the investigation, CSPD discovered Deck had failed to properly register as a sex offender and arrested him on Dec. 29, 2023.

Detectives continued the investigation and discovered through digital evidence that Deck was stalking a woman at her home and online, but were unrelated to the incidents around Colorado College. On Jan. 3, 2024, Deck was arrested for stalking and has since been in custody at the El Paso County Criminal Justice Center.

As the investigation unfolded, detectives were able to link Deck to 11 incidents of Invasion of Privacy for Sexual Gratification, spanning from December 2022 through September 2023.

Deck was also identified as a suspect in a burglary and sexual assault in August of 2023.

On Tuesday, Jan. 16, 2024, detectives obtained a third arrest warrant for Deck on the Invasion of Privacy for Sexual Gratification incidents and the sexual assault from August of 2023. 

CSPD says their Strategic Investigations Unit, Adult Sex Crimes Unit, and the Colorado College Campus Safety Department all worked together on the investigation.

CSPD is asking that if there is anyone who believes they may have been a victim or have information related to crimes or unreported incidents involving Deck, to contact CSPD’s non-emergency number.
