K9 Milo, off-duty CSPD officer aid in fugitive’s arrest

(COLORADO SPRINGS) — The Colorado Springs Police Department (CSPD) reported that on Friday, Aug. 23, around 3 p.m., the Violent Offenders Fugitive Task Force, with help from the Patrol Division, located and arrested a fugitive wanted for felony parole violation and domestic violence. The arrest involved multiple CSPD divisions, an off-duty officer, and K9 Milo.

CSPD reported growing concerns over the suspect’s escalating behavior toward the victim in the domestic violence case, prompting fears for her safety. Although on his days off, Sgt. Frahm of the Violent Offenders Fugitive Task Force contacted Parole Officer Rohan Ellis with the Colorado Parole Fugitive Apprehension Team, who located the fugitive and learned he might be armed.

Ellis coordinated with the on-duty CSPD Tactical Enforcement Unit (TEU), Unmanned Aircraft Systems (UAS) support, and K9 Officer Comstock with K9 Milo. Officers set up around 2600 Monument Street, near East Platte Avenue and North Circle Drive.

According to CSPD, the suspect was seen walking in the area and, after noticing the officers, attempted to walk away before being confronted by Officer Comstock and K9 Milo. Comstock issued several warnings to stop or risk being bitten by the K9. The suspect allegedly ignored the warnings and changed direction toward the door of an unrelated home.

Concerned that the suspect might be armed and posed a threat to the homeowners and the victim, Officer Comstock released K9 Milo when the suspect ignored commands. Milo apprehended the suspect by the leg, after which the suspect complied with officers and was taken into custody. He received immediate medical attention and was treated for minor injuries at the hospital before being booked into the Criminal Justice Center.

CSPD wishes to recognize Sgt. Frahm for his initiative in using available resources and sharing critical information on his day off, Parole Officer Ellis for prioritizing the suspect’s apprehension, locating him, and coordinating the arrest with CSPD officers, and K9 Milo and Officer Comstock for their quick actions in the successful arrest.
